if you want to live in Miami, Miami likely WOULD be a better school. The school does very, very well in the region, and has a corporate bent if that's your thing. FL is very regionalized though. Simply put, UF isn't a better school than FSU. It may be better FSU in some areas, but FSU may be better in others. The two atmospheres between the two schools are also markedly different. If you want to live in Miami, UM might not be a better choice; it depends on what career path you are looking at. If you want to work in a big law firm, perhaps UM has an edge over FSU. Among other things, my FSU status page says: "Completed applications are reviewed on a rolling basis based on the strength of the application." I wonder what sort of an assessment can be made as to the strength of my application without at least a cursory review.

im also considering both fsu and uf law. ive heard a lot of people say that the cultures of these schools are very different. without going into too much detail, how are they so different?

I never went under review. My status went from "incomplete" to "complete" then "decision will arrive by mail." decision 1/19, received call on 1/21, and finally received the letter today (1/25).
i live in fl, so i wouldn't worry about it just yet... i think they send everything via snail mail.

I've been "application complete" since 12/15 with 162/3.4. It seems like most people are hearing within a couple weeks. Not sure what this means. Should I try calling soon?
