Seriously man you will probably get into NYU. They really aren't much harder to get into than UVA---really with their massive class size it wouldn't make sense for them to reject you. It's very easy for them to swallow your GPA--but not very easy for them to keep up their high LSAT range and get a Black male. Talib will definitely get into NYU if he applies.

I submitted on Oct. 31st and still no complete email, even though everything on my part has been done a while ago... do you think I need to call or are they taking a long time for everyone?

Yours said "complete"? I submitted 11/22, and mine said it had only been received, and that they would notify me when complete.

For those at complete, did you get a received email before you went complete?

It took me 2.5 months to be complete.. I wouldn't worry about it, they're extremely slow.

When do decisions start rolling out? In previous years, haven't there been some in mid-December (RD, not ED)?
According to LSN, there was a big batch that went out the 11th.

I'm pretty sure they use snail mail. Last year a lot of people reported a huge delay (2-3 weeks) between the date on their acceptance letters and the date they received them. I wonder if that will be the case for this year as well.
I'm based abroad, so I'm prepared for a loooonggg wait! Hoping they're considerate like Gtown and Michigan and use a courier service instead....:)
