I don't think LOCI's matter at this point. What qualifies an individual to receive need-based aid for law school? I submitted the application for the Need-based scholarship and grants, so I think it was based more on financial need than merit. I have extra costs that wouldn't be covered by the cost of living alloted by UF, so I don't know if that was a factor. I did some back and forth scholarship negotiating with UF showing them my other offers and I ended up getting a $15k grant. I doubt my financial need (including parents income/assets) was low enough to merit their maximum grant amount. I think that a lot of schools throw around need-aid in a similar fashion to merit aid.
