Maybe not. They really push that, best value school, thing pretty hard. It's possible they want to try and convince people of that at a lower scholarship amount before giving out more?

Tuition usually. It looks like I've got the same as you. Kind of disappointed given my numbers, but I don't know if myLSN info might be inflated comparing in-state/out-of-state candidates.
When were you two admitted?
About a week ago. For what it's worth, 169/4.0/non-URM. Also, I suspect they're giving significantly less money to in-state applicants.

I got an email letting me know that I have not been awarded scholarship money at this time. Unsure why they would tell me I’m getting a scholarship, then renege on that statement. I’m all for benefit of the doubt (and rightfully so people make honest mistakes), but if I’m trusting a school with my future I think being outright honest isn’t a bad policy.

The scholarship committee and the admissions committee are separate entities. It’s a virtual certainty that the person you spoke to was speaking in good faith, although they probably should have made the subjectivity of the statement more clear, and I understand your frustration.

It looks like the email also mentioned I'm being considered for a full tuition endowment. So that's exciting! Should have waited for the email :-p

I got 0 as well. I assume you're in-state like me? Speaking to admissions people about the scholarships, though, I got the sense that they see in-state kids as already receiving a 60k scholarship. It's honestly a fair outlook since UT is pretty much the only elite school that has an in-state tuition that's drastically lower than out-of-state. Still, I was hoping to at least get the 30k that the ED acceptances got..

It seems most, but not all, who got scholly notification yesterday were in state. Hopefully a second wave coming for OOS.

I don’t believe it’s quite that simple. However, I believe that UT gives quite a few admitted OOS students waivers that allow them to pay only in-state tuition.

Scholarship email today, 8k/year + in-state tuition. Not all that disappointed but it doesn't compete with my Mich offer :/
