Was sitting on the fence about applying because I wasn't too happy about not being offered a fee waiver, but a shot at Ruby means I will cop dat $80.

This is where having a credit card helps.

Submitted app today, paid the full $100 fee because no waiver... Now for the rest of the month, I will subsist on ramen.

I'm pretty sure that this exact question arose last cycle and had some people trying to figure out "what it meant," but unfortunately I think it was either (a) there to begin with for everyone, or (b) later added for everyone, so I wouldn't try to read anything into it.
