Got my acceptance package today. Letter said I will receive a scholarship and that offers will come out "early 2014." I guess at this point that means first quarter..?
My letter also included the best personal note from a dean that I have yet to receive. ND, looking good.

You may or may not get an initial scholarship offer. This is where the non-inclusion in your acceptance letter may have some predictive value; my personal feeling is that you will not get an initial offer.
However, this doesn't mean that you will be unable to negotiate something out of them, especially if you have scholarship offers at other T1 schools.

Loved, loved, loved Notre Dame. Tour was great. People were great. Campus is beautiful.
Admissions told us that scholarships would (fingers crossed) be coming out this week. They are looking to make Notre Dame more competitive and have the merit awards "reflect the class' actual merit".

If you liked Notre Dame in February, that's great news, because it only gets better. You should see the campus in October.

How long does it usually take to get to the 2nd complete? and how are my numbers (3.93/160) looking with it being so late in the cycle?

The 160 is a little low, not low enough to make you an insta-ding though. GPA should help you a bit, since ND's GPA stats have historically been a little lower than other schools in that range.
