I've never personally heard of WUSTL doing this before. But I know UMN sent out letters last year telling certain 0L's that they'd be auto-admit for transfer if they were above-median at whatever school they ended up at

I'm sure there's some reason why doing this makes sense in adcomm-universe, but honestly I would just interpret it as a rejection. Don't ever go to any law school under the assumption that you'll transfer out. Ignore whatever our adcomm tells you about transferring. Go to a school you're happy attending and do as well as you can there. If you do well enough to transfer, then you can reconsider. But i generally don't think it's worth transferring to WUSTL so i would probably tell you not to even if it was on the table.
