I knew a guy from my undergrad who applied to Stanford with borderline stats 5-ish years ago. IIR he sent in a short letter after several months of waiting (but before a decision) that was basically a mini "why Stanford" and said he was really into the school and would definitely go if admitted. He was not accepted (I'm not sure if rejected or WLed) and ended up going to another T-6. i would guesss that an LOCI is only appropriate after you've been WL. Dean Deal says it's legit to submit a LOCI if you've been waiting forever (see --LinkRemoved--). Use your discretion, but I'd say that Sept/Oct appliers are fair game.
