If I move to Northern Kentucky, get a driver's license and lease before Fall classes begin will I get metro rate tuition or do I have to be in Kentucky for a year?

How is living/renting in Northern Kentucky - Newport, Ft. Thomas, Bellevue, or Covington? Any recommended places? How about Riverchase apartments?

why doenst UC give full rides or near full rides like OSU, IU, UK all do?

OSU only gives like 5 full rides anyway. So, it's not enough to make a difference.
But yeah, had I gotten a full ride from UC, that's where I'd be right now.
