I've been at "Application Complete" since the Middle of March. I was a late(r) applicant so that may have something to do with it, but I've heard back from other schools I applied to around the same time, so I'm beginning to think the delay is a defacto waitlist/rejection.

Did you ask your other schools for an extension?

Was given one, but Baylor has yet to answer my calls on a few separate occasions. Which is the worst one to not get an extension for given their deadline is the 10th haha.

Totally get what you're saying. I can see this as a type of "invisible" waitlist as some people have mentioned. I don't want to accept that, but I can very well see that being where we're at. By the way I applied 2/4 and went completeD 2/26.
