I checked the first box. I'm nearly 100% sure that it will not "lock" you in. The only reason I say "nearly" is in case of the off chance that I'm wrong.
But in reality, nothing "locks" you in at Hastings, other than attending classes and getting grades. Even paying a seat deposit and actually getting financial aid doesn't lock you in; you can always withdraw before the start of classes, even if you've already paid your full tuition. Usually there is a refund schedule available somewhere on the school web page (I believe typically schools give 100% refund, less non-refundable seat deposit, if you withdraw before classes begin).
All of these other details I've merely included to provided context. I think the short answer is that at the start of the semester at Hastings, if you wind up attending, you will be a full time regular student. The form assumes you will be attending; of course, your personal circumstances will determine whether or not this happens.
