Does it bode poorly for my chances that they denied my request for a merit fee waiver with my 168/3.06? GPA simply too low?

You don't have a great shot at admission, but I wouldn't put too much value on the denial for a waiver. They may only have so many more waivers left that they want to give, or they could have some policy like "save waivers for 170+." I was denied a waiver with a 164/3.89 and a prior MA from GWU. My sense from the response I received was that the school is going to be more sparing with waivers this season.

Yup. I was denied one with a 174/3.54.

So someone posted the new gpa median in another thread -- 3.6 (-.22) LSAT median is the same, 167, class size dropped quite a lot, from ~475 to ~400

Yeah, I have written a number of optional essays... none of which have been good.
I am currently a GW student, so I'm orienting my optional essay around the idea that selecting an alum is advantageous. GW doesn't have a "Why us?" but I feel that if I word it the right way, it can work.
