penn law has 2 ED cycles?

I just saw that Penn has its normal ED cycle and then another which deadlines in Jan. Why do you think this is? Also, I am a splitter (sub 3.0 gpa) who is retaking the lsat in oct and really hope to get it high enough to get a nod from them. Do you think this will help or hurt splitters and why do you think that are they doing it?
