Given that you already updated about a publication, another update about a publication does not seem to add a lot of value. Looking through HLS's eyes, I would wonder what you thought it added/what new aspect of you that you think it brings to their attention that they do not already know about.
Also... submission does not seem like a big deal, especially given the fact that you have an actual publication. Unless, did you specifically mention it in your JS1? If so, this might be a good opportunity to bring yourself back on the map.
I mean, "However, if you have substantial updates to your application, this is a good time to submit them." I am not sure they would feel that it is substantial...

Yeah this is basically how I feel. Sometimes you just need someone to echo your sentiments. The latter pub will be a law review pub, but it still doesn't ring as substantial to my ears. Thanks.
