With deposit deadlines passed, they'll have a much better idea of how many seats are going to be available for wait list candidates.

for what its worth, most schools i was waitlisted at had a similar survey

When did you talk to them - I was told last week that WL review wouldn't begin until at least the week of may 14. But I'm sure they could change plans...
