Well a few things I considered when deciding: You need to ask yourself, are the schools you are considering more regionally known? do you want nation flexibility in terms of opportunities? It would help talking to current students or alum about whether competition is presented with other neighboring schools for positions offered. You should also ask yourself what type of debt load you are willing to take on and the stipulations about scholarships. I was given a scholarship at Howard and I must stay in the top 15% to keep this particular scholarship. Yet what was comforting was that to receive any scholarship you must be in the top 50%, and the tier determines the offer amount (correct me if I'm wrong people). Also, are you willing to accept the debt load if you lose said scholarship.
Concerning opportunities presented to only AA students??? That just sounds outrageous, but I understand your concerns. My understanding is that once an employer comes to a school to recruit they are looking at academic standing, the fact that they are recruiting at Howard is the "diversity" they are looking for. I just don't think you should come to Howard thinking you will be treated as a minority and offered special treatment. From conversations from faculty and students from all sorts of schools (GW, UMD, UF) law school is a level playing field. But of course I am a 0L taking the advice from a small sample of people. Howard has a pretty good employment statistic breakdown that might ease your nerves and help narrow your decision regarding employment.
