Stuck at complete 10/3. Should I just expect ding and hit the ding bar for this one?

No. IIRC USC goes into Feb and March with its RD admits. It's really odd.

just noticed i'm on committee 2nd read as of 12/21. not sure what that means

It means your application didn't get tossed in the auto-reject pile. From what I can tell, a second read and then a final review is par for the course with USC admissions.

Agreed. I feel like I have to go under first review before they give me the ding, so I'm just operating under the assumption that they lost our applications in a huge stack for the time being.

Do you have to apply for all merit scholarships? Or are they offered sometime in February?

No there is an application on their website for the merit scholarships once you're admitted

In final review as of today...pretty nervous. What was the turnaround for those who were accepted already from final review to decision?

Just went "final review". Wow that was quick considering how slowly it went from 1st comm. to 2nd comm.
