200 out of 1400-1600 puts your chances between 12-14%. That's actually higher than the administrative review, which is around 9-10%. People don't realize that Berkeley is much more selective than the numbers suggest. If you're not admitted early in the cycle, then you're probably not getting it through FR.

I really don't see how anyone could make that deduction based on anything other than perception.
