I thought the 200 was the number that matriculate.
I believe it's 700-750 students are accepted overall. 500ish of which come from normal decision, 200ish from faculty review.

People don't realize that Berkeley is much more selective than the numbers suggest. If you're not admitted early in the cycle, then you're probably not getting it through FR.
200 out of 1400-1600 puts your chances between 12-14%. That's actually higher than the administrative review, which is around 9-10%. I suppose the pool may be more competitive here, but I couldn't say.

I really don't see how anyone could make that deduction based on anything other than perception. It seems a bit far-reaching for me.
