Would a new targetted LoR this late in the game be considered OK by SLS? Don't want to annoy them.

This is just my opinion but I think it may be too late now. Obviously it depends what you mean by 'targetted.' If you have something new to add then you should consider it. Obviously this is your application process. If you think that sending in a new LoR this late in the game will give you peace of mind, then you should do it.
