What do you guys think of sending a LOCI before a decision is made?
Also, my uGPA should be increasing .08 after this quarter. How do I go about letting schools that I am waiting for know about this increase in my gpa?

not to answer a ? with a ?, but when else would you send a LOCI? You certainly wouldn't send it AFTER a decision is received.

My status checker says, "Waitlist, Pending Final Decision"

waitlist =/= decision. it = purgatory/hell
