It's probably neither good nor bad (you didn't get accepted, you didn't get rejected). Many schools this is often like a soft waitlist (i.e. Northwestern eventually waitlists most of the people it places on hold).

It could be bad at some schools that rarely pull people off of hold and/or off of their waitlists.
