You send one if you're waitlisted and still want to attend, and obviously you wait to find that out.

wait until you have been put on the waitlist. doesnt make sense to write one if you have been accepted or rejected. why waste your time right now?

I sent one to Penn even though I'm still under review. I wanted to emphasize to them they're my first choice, explain why, and hopefully either make it to the waitlist instead of a rejection or an acceptance instead of a waitlist. It's unorthodox but sometimes done.
