Not thrilled with the pressure to stay near the top, but still feel very honored. Unless I receive one of the full-ride PI schollys I applied for elsewhere, this is a top contender.

I highly doubt it, I'm pretty sure they attach that stipulation to all scholarships. Plus they may take it as you saying you're not sure if you could stay in the top 30.

Public transportation is...shitty, but doable. There are buses. If you have a car bring it, it'll be much easier than relying on public transportation here.
