The actual letter didn't arrive yet.
They replied to my inquiries by attaching a PDF copy of the decision.
(I think they only released this because I'm an international applicant though.)

Ditto. I suppose there is a possibility that they have mailed letters and just haven't updated the status checker. At this point though, I don't know. I'm going insane. All these people IR 1/21 and other dates getting decisions...not sure why they are taking so long. Seriously...in review for over two months...really? What the heck is going on over there?

Same here. I literally covered my mouth with my hands and said, "Oh my god. Oh my god. Oh my god," when I saw that had changed. I think my nerves just ratcheted up 6 or 7 notches. By my figuring the mailing should get to me by Thursday, assuming it is in fact going out today.

My status checker says the decision letter was sent 2/10, but obviously it was not sent that long ago, if at all, because I only live 4 miles from the school and I have not yet received it.

Why does this process have to be so excruciating?

maybe you can call them up and ask for it over the phone since it was already mailed.
