I have been complete/under review and have also spoken with admissions people about my file multiple times with no mention of the missing certification form.
IIRC it's a supplemental document you can pull up via the lsac application and is to be submitted along with a paper application if you choose to forgo (forego?) the electronic application. It's different from a dean's certification required by other schools.
tl/dr if you submitted via lsac don't worry about it.

Yeah, apparently I am the only one who did this. I wonder why the lady at admissions didn't think it was weird when I called about the letter AND delivered it in person. I said I completed and submitted the application online through LSAC with a fee waiver in the phone call, and it was the same lady in the office when I delivered it (it was only 10 minutes later).

I spoke with someone in the admissions office...she said that anyone who is complete or under review does not need to worry about the certification form.
I dont think it was availible to people who submitted via lsac.

It was definitely available, I submitted through LSAC and the option to view and print the form came up after I submitted the application.
I went complete today. Now we play the waiting game...again...

I was never issued a link to the status checker despite submitting a week and a half ago. Do I have to create an account on the UGA site myself?

Yes to bolded. I think after a little while they send an email telling people who submitted that they can register on the site and follow their status but there is no "checker" issued like there is at other schools.

IN AT UGA.
I went here for undergrad so I know what an awesome school it is. I'm really excited. Had to wait for dec lsat (had a 160 from oct), got a 167 and applied asap after scores were released.
Applied 1/7/11, UR 1/21/11, Accepted 1/24/11
2.90,167 Really unique work experience, strong P.S.

Thanks. UGA is my top choice, mainly because it will cost me significantly less than any other school I am considering. I'll just feel more comfortable with an acceptance under my belt, especially since I haven't heard back from any other school yet, either.

I doubt it. Isn't their median a 164 or so? You probably just need a 166/167 to hear back relatively early.
