I believe someone mentioned this earlier in this thread (or perhaps in the "In @ USC" thread). That timeline does not apply to incoming law students. I sent mine via email and got a response back right away!
They've waitlisted hardly anyone...probably just for their pre-decision apps. EDIT: I actually had a dream about the USC admissions office last night. Interesting dream, but this process creeping into my subconscious that much=oh noes.
I have the same IR as you and my scores are under the medians and I'm also Hispanic.
