Maybe too many people took the offers last year and they over committed the funds. Maybe they want to roll it out in stages so they can gauge the commitment better. UR is the safest way to keep people around. If you WL or send out "hold" email, people may withdraw. If you accept without offering money people will withdraw. So why do anything until you are ready to recruit? In the mean time some people will drop out because they are getting good offers from elsewhere.

Base it on the $$ and where you ultimately want to end up living and practicing. USC > UT in Los Angeles makes perfect sense to me.spacepenguin wrote:Maybe.
