Getting the LSAT Waiver for Retakes

I'm probably going to call LSAC in the next day or two to make sure, but after I tried to register for the December test this weekend, I was told that I couldn't because I had taken it too many times. I thought that because the first time I sat and canceled, in June 2008, was over two years ago, it would be okay, but I guess not.

I know that you can get a waiver to take another time if a school gives you one, but does it matter which school it's from? I'd feel a little weird asking for it from a school I have no intention applying to. I'd do it if necessary, but I'd rather do it from a school that I wanted to attend. And assuming that it is as easy as some people say it is, how quickly do they send in the waiver?
