LRAPs and Qualifying Loans

I am debating between a small number of schools and am under the impression that most LRAPs only consider federal loans eligible. Columbia seems to be an exception, in that they will cover all loans. Am I misunderstanding something? How can schools expect you to go into public interest if they'll only cover federal loans under their LRAPs? Unless I'm misunderstanding something, this is a travesty.
