Learn to think in ranges. A much more accurate portrayal of one's performance is something like: "I was averaging 162-167 on my last 5 PTs under simulated conditions and I scored 168 on actual test day. Then I retook after raising that range to 168-173 and scored a 162". In that scenario it's easy to tell you to retake, because even your high score is at the bottom of your range. I mean, you should retake anyway, but at least it gives the crowd more help in to giving you good advice. Life is not about absolutes.

Retaking helps because schools only have to report your highest score, so they are happy to consider only your highest score. Only you can determine whether you have a higher score in you, but if you do, then yes, retaking will absolutely help you.
