Yes, this is what you need to do. Otherwise you can't bargain for more money. For instance, both Cornell and NYU offered me 90k. It's also nice to have options to weigh. Before I was T3 or bust, but now I am having slight reservations about that. I understand this strategy and plan to use it. I think most schools gave me a fee waiver. Berkeley doesn't give one, I think. I urge you to re-consider. At least for the T14, they do view peer schools as competition. Berkeley turned down Cornell matching offers, but I do think they offered those who came from people who had been admitted to UVA, Penn, and Duke.
