grammar question

A quick question regarding LSAT's use of the word "people." Is this a universal quantifier that is to say should we read this as all people, or should it be referring to people in general (or people for the most part)?

For the curious minded, I have PT64, S1, Q16 in mind.

If there isn't a modifier acting on it, assume it to be general.
