if test centers are filled up, do they not appear at all?

Hi,
I am trying to register for June 2013 LSAT, but I am not seeing a lot of options to choose from.
If the test centers are filled up, do they not appear at all?

I am not seeing Columbia or even NYU... Is it because they are already filled up?
Then what about the test centers that say "unavailable"?

Help anyone?
