I have a friend who has taken it October 2011 and June 2012, scoring 165 twice. I tutored him over the summer with testmasters and he made tremendous gains (averaging 174). He says he bombed the October 2012 test (cancel-worthy bombed). And it doesn't seem like he has a legitimate excuse to get a fourth test.

When's the next time he can take the test? Would it be December 2013 or would it be sooner?

What does he mean by "bombed"? It seems like a high percentage of takers guessed an entire game on this past exam. There could be a curve of somewhere between -12 and -14 for a 170 score. That means he could miss quite a few questions (miss two whole games and a few questions in other sections) and still better his performance over those 165s. I would let it ride and see what I scored.
