PT 45 S4 Q18

Hey guys, having a little trouble on this question (Decentralization enables divisions.....)

I am having trouble understanding why A is correct isn't it a mistaken negation of the 2 sentence?

1st sentence tells us that Decentralization allows autonomous functioning.
2nd sentence tell us that autonomous functioning ALWAYS permits more realistic planning.
Now, disregard the rest of the stimulus.

Answer A talks about a large institution without autonomous functioning. Therefore autonomous functioning could increase this institutions realistic planning. Therefore planning is not maximally realistic.
