Having a tough time diagramming the answer choices. I could get the diagram for the stimuli:

(-)individual to cause harm --> it is wrong for govt. to restrict liberty.
(-)it is wrong for govt to restrict liberty --> inidividual causes harm

I'm figuring that publish something = liberty and to offend = not to cause harm. so I can simply replace it. But i'm having a hard time diagramming the answer choices. I'm stuck on A and B.

I can see that there is a difference in wording there: "it is not right" vs "it is not wrong" whereas in the premise it deliberately states "it is wrong" for restriction but *perhaps* there is an exception.

A - lit. only offensive (not cause harm) --> not right for gov't to restrict

B - failing to do it would cause harm --> not wrong for gov't to restrict

Key, as you mention, is the "perhaps unless"
