Dec 2010 S3 LR #10 Bicyclists (Flaw Question)

If anyone has any familiarity with this question I'd appreciate some help on clarifying why C is the right answer. I assumed because the stimulus says "bicyclists are at least partially responsible for" the author accounted for multiple factors leading to an accident.

I chose answer B.

I'm looking at DEC 2010 now, and cannot find the question. Section 3 is Games. Neither LR section contains any question about bicyclists. Happy to help, but can't find your question...
