PT 45 Section 4 LR Q18

The "decentralization" question.
I am not quite convinced by A, although, compared with other choices, A is the best one.

The stem says:
dencentralization -> function autonomously -> more realistic planning
(A) is simply saying: not function autonomously --> not more realistic planning.
(A) is not contrapositive of the logic in the stem. Isn't it possible that another way of functioning would render the same result. That is, autonomous functioning is not the only way to achieve the "more realistic planning"?

The stimulus says "always permits more realistic planning". The answer (A) says "planning is not maximally realistic" without autonomy.

While it might be possible that "another way of functioning would render the same result" as autonomous functionality, it would never produce as much realistic planning as both combined, since autonomy always helps. If it's possible to increase realistic planning by increasing autonomy, then no option is maximally realistic, that is as realistic as possible, without it.

(A) is actually saying "not function autonomously --> not most realistic planning"
