An important part of the question stem is: in order to conclude properly "from anita's statements" that Marcus' conclusion is incorrect, not just something that would disprove Marcus in a vacuum. Marcus is talking about ethical dilemmas and saying that most of them could be solved by following that one policy. Anita disagrees saying that the policy wouldn't work for a situation where a journalist isn't sure if the item is newsworthy. Well in order to conclude from HER statements that Marcus is wrong it would have to be assumed that something being newsworthy can pose an ethical dilemma. If you negate that answer choice and say that a piece of information being or not being newsworthy CANNOT raise an ethical dilemma it makes Anita's response wholly irrelevant to Marcus' statement
