I just looked at a game regaring a loading dock w six bays # 1 to 6 and the rules say something like A has a higher number than B.
I'm so used to putting stuff in from 1--->6 and would normally say A could go in 1 and not 6, but is it the other way around?

I am pretty sure that it means that A could be 2-6, for example, and B could be 1-5. So yeah, it's the other way around from how you normally do it.

ok...anyone one else? i'm not sure what test this game is from, but anyone that has done it- just want to make sure that is the correct way to approach it

This is PT 42, Game 2. With bays 1 through 6 numbered from left to right, the first three rules should look like the following:
1: L - G
2: T - L
3: F - P
1: L - G
2: T - L
3: F - P
