Flaw Question - PT 52: S3, Q16

Just took PT 52 and I have a question about Question 16 from Section 3 (2nd logical reasoning section).

The correct answer is C, "fails to take into account the possibility that patients at Edgewater Hospital tend to be treated for different illnesses than patients at University Hospital."

I don't understand how this is the correct answer, when the stimulus is only talking about the recovery rates for "similar patients with similar illnesses." I picked answer choice D for the record.

Even when it is hypothesized that typical recovery time for flu is two days and cancer a month for both hospitals, there can be significant difference in the average recovery time for each hospital if:
the university hospital has 85% of their patients people have cancer and 15% flu
and the other hospital has 85% flu and 15% cancer.
If we assume this (and so the answer choice C indicates), then even if that required recovery time for similar illnesses is similar, the university hospital is naturally expected to have longer average recovery time. And the univ. hospital will NOT be able to reduce their patients' average stay w/o compromising the quality of care.
