Could someone explain the set-up and some quick break down techniques they used for this game as well as to what kind of game this is categorized as? Thanks!

4: KL (no triples)
3: PR
2: STV (no singles)
no LR
+ KP

(KP) share a double (cannot be in a triple), L and R cannot share a room, so either L has a single, or he shares a double with one of S/T/V (he cannot be in a triple). P can share either a double or a triple with 2nd year students. So the possibilities are:
(a)1 double (KP), 2 singles (L, R), 1 triple (STV)
(b)2 doubles (KP, L+2nd), and 1 triple (R plus remaining 2nds).
there can be no 3 doubles (otherwise, there will be a 2nd year student in a single).

Kaplan calls it a Grouping/Distribution game.

Shrimps is correct regarding the 3-2-2 and 3-2-1-1 templates, but a 2-2-2-1 distribution is also possible (see below). S, T, and V would each be assigned to doubles.
