PT 56, LR 3.21

Could anyone please explain this to me? I'm probably just reading it wrong, but I really have no idea why D is the correct answer (I'm not sure what the flaw in the argument is).

Boris never actually discusses why ballroom dancing made a comeback in the first place. He doesn't answer George's question.

He just tells us the specific year that ballroom dancing actually came back, which explains why it's big today.

In other words, he's saying that ballroom dancing made a comeback because people started learning it in 1995.

If he said that to me, I'd be like, "but why did they start learning it in 1995?" He didn't actually explain the reason (the why) at all in response to George.

(Actually, I'd probably just walk away because I couldn't care less about ballroom dancing.)
