Powerscore LGB: help clarify what split block is..

Hello,
I just started Preparing for the LSAT Test and am using powerscore's logic games bible. So far I understood what I was reading until I reached page 15 of the book. On page 15 they talk about split blocks. The rule they refer to states: Q is inspected two days before R is inspected. Why do they put not R under slot number 2 and not Q under slot number 5 in addition to having not R under slot number 1 and not Q under slot number 6 from the previous rule which was Q is inspected on the day immediately before R is inspected. the setup up is below (sorry for the bad diagram):
