This is so vague that I doubt anyone would know what you are talking about. Also, if this is your friend, I am sure he would want as few people to know about whatever this is as possible.

If your friend doesn't have an offer, why would he think an email about some unnamed student's offer might be about him? And if it's just a bunch of students snarking about some poor kid's lack of an offer, how big a deal could it really be?

Assuming this is the same incident, it's not about your friend or anyone else's lack of an offer.
