I am planning to apply for Duke Law and I'm interested in the JD/LLM program. however, I saw in the application that admissions into different program are non-transferrable. I am wondering, whether that implies it's harder to get into the JD/LLM program than the regular JD? if i am not qualified for the dual degree, will they still consider me for the regular JD program?

No. The "non-transferable" disclaimer you're referring to is for actually applying to separate programs. You don't hurt your chances, and they will still consider you for admission just to the JD program. In general, though, beware of that dual-degree setup. The LLM is not terribly helpful, and they will almost certainly admit you if you get admitted at all, because it's just an extra year of tuition for them.
