Just wondering why some people are solicited with invitations to apply (maybe some with fee waivers?) and others, like myself, are not. I got a pretty decent LSAT score in Feb...why no mass emails and letters?

As far as I know, they are generally based on LSAT numbers. But some schools supposedly offer to lower-scoring applicants to increase their selectivity rate.
And no, good schools give them out too.
If you took the test in Feb, be sure to update your application year to receive the waivers for this cycle. And if you're not getting a waiver from the schools you want, email them to apply for one. I was pretty successful with this and only paid for 2 apps.
