Where does this keep coming from? It's like TLS users keep finding increasingly elitist definitions to describe the world. The term is T14. It means the Top 14. If you can count, then you can tell that Texas is now in the top 14.
To be fair, since no one outside of the legal profession has heard of it anyway, we could easily impose a definition that couldn't be understood by non-lawyers.
And the WORSE solution is to refer to UT as a T14, not b/c they're worse than GULC (they aren't), but b/c it removes the one real advantage of the term: that you know exactly who's in it from year to year.
