It might help if a particular biglaw firm has an office in that location & you are spending a summer there to perfect language ability & acquaint yourself with the culture.

Detrimental? Eh, probably not, but if I were ranking everything you could do over 1L summer, study abroad would be the next to last thing I would do, just above taking summer classes at school without doing anything else.

What you do 1L summer doesn't matter as long as you do something, but somethings don't matter worse than other things don't matter. Doing study abroad sends a signal that you weren't able to get something better, which may be unfair because some schools require you to commit to the summer abroad early in the school year before you've started looking at anything else, but that's the perception.
