Scholarships without GPA requirements

Any ideas on what schools someone with a 167 and 3.2-3.4 UGPA might be able to get scholarship money from without a GPA stipulation?

I may be off-base, but I think most of the time it depends on the school's policy rather than the numbers you have when deciding whether to require GPA stipulations. Some schools like giving more legwork than others. I think people would be more likely to help you out with which schools will give some kind of money vs which schools will attach strings to it.

But for what it's worth, when I applied last year, none of my scholarships had any strings attached apart from being "in good standing."

Being "in good standing" sounds like strings to me. One school I have spoken with requires the student be "in good standing" and that means (to them) a 2.33 GPA. (Which is way better than the 3.0 required by some schools, but is still a GPA requirement nonetheless.)

UIUC. My scholarship there, along with many other folks', had only the "good standing" requirement. I believe Dean Pless said that he doesn't attach GPA requirements to any scholarship, and they're quite generous.
